Privacy Policy

Computer Overhauls respects your privacy. This policy explains what personal information we collect when you use our website or sell equipment to us, how we use it, and the choices you have. It applies to computeroverhauls.com, including our online quote tool, and to our store at 130 West 26th St, New York.

Collection and Use of Personal Information

Personal information is data that identifies you or can reasonably be linked to you. We collect it only where we need it to quote on, buy, service, or ship equipment, or to meet a legal obligation.

What personal information we collect

  • When you request a quote: your name, email address, phone number, and the details of the device you want to sell (brand, model, configuration and condition).
  • When you sell equipment to us: the above, plus government-issued photo identification where required by New York State secondhand-dealer regulations, and payment details necessary to pay you.
  • When we ship to you: name, shipping address and contact details.
  • Automatically, when you use our quote tool: advertising click identifiers and campaign parameters (see Cookies and Other Technologies).

We do not ask for and do not want more than this.

How we use your personal information

To prepare and honour quotes; to buy, test, refurbish and resell equipment; to arrange shipping; to pay you; to provide customer support; to keep the business records that tax, secondhand-dealer and anti-fraud rules require of us; and to measure which of our advertisements actually lead to a sale.

We do not sell your personal information. We do use the advertising and analytics tags described under Cookies and Other Technologies, which share limited browsing information with Google and Meta so that we can measure our advertising and reach past visitors — California law calls that “sharing” for cross-context behavioural advertising, and you can opt out (see Access to Personal Information).

Cookies and Other Technologies

Our website uses cookies and tracking technology. Specifically:

  • Every page of our site loads Google Tag Manager, which in turn loads Google Analytics and may load Google Ads conversion and remarketing tags. These set cookies in your browser.
  • Every page also loads the Meta (Facebook) pixel, which tells Meta that a browser visited our site and lets us show our ads to past visitors on Facebook and Instagram. It sets cookies in your browser.
  • When you arrive from one of our advertisements, we record the advertising click identifier that Google appends to the link (gclid, gbraid or wbraid) together with any campaign parameters (utm_source, utm_medium, utm_campaign, utm_term, utm_content). We store these alongside your quote request so that we can tell which advertisement produced it.
  • We use this to measure our own advertising, to improve which ads we run, and to show our ads to people who have already visited us. We do not sell it, and we do not use it for anyone else’s advertising.

You can control cookies through your browser settings, you can opt out of personalised Google advertising at google.com/settings/ads, and you can manage Meta’s ad settings at facebook.com/adpreferences. Blocking these cookies does not affect the quote you receive.

These tags run on every page of computeroverhauls.com, not only the quote pages.

Disclosure to Third Parties

We share personal information only with parties who need it to complete something you asked for, and only to the extent needed:

  • Marketplaces where we list equipment (for example eBay) and our online store platform, where a transaction involves you.
  • Payment processors to pay you or take payment.
  • Shipping carriers (for example UPS) to collect or deliver equipment.
  • Accounting and business software we use to keep our records.
  • Google and Meta, for the advertising measurement and remarketing described above.
  • Law enforcement or regulators where we are legally required to, including the secondhand-dealer reporting New York City requires of licensed dealers.

We do not sell personal information to anyone, for any purpose.

Protection of Personal Information

Transactions and quote submissions are transmitted over encrypted connections (TLS). Identification documents collected at the point of purchase are encrypted at rest, access to our internal systems is restricted to employees who need it for their role, and business records are backed up in encrypted form.

Integrity and Retention of Personal Information

We keep personal information only as long as we have a reason to:

  • Purchase and sale records, including the information required to identify a seller, are retained for the period New York State secondhand-dealer rules and tax law require, and then disposed of.
  • Quote requests that do not result in a sale are retained so we can honour the quote and understand demand, and are not kept indefinitely.
  • Advertising identifiers are retained only as long as they are useful for measuring the campaign that produced them.
  • Encrypted backups age out on a fixed schedule.

About eBay: we sell on eBay, and eBay’s own privacy notice governs the information eBay collects from you when you buy from us there. In our own systems we store no eBay User IDs. Where eBay supplies us with an anonymised member address so that we can fulfil and support an order, we use it for that order and retain it only within the records described above.

Access to Personal Information

You can ask us to confirm what personal information we hold about you, to correct it, or to delete it, and we will do so unless we are legally required to keep it. We will not discriminate against you for asking.

If you are a California resident, you additionally have the rights described in the California Consumer Privacy Act, including the right to know, the right to delete, the right to correct, and the right to opt out of sale or sharing. We do not sell personal information. We do share limited browsing information with Google and Meta for the advertising measurement and remarketing described above, which California law treats as “sharing” — to opt out, contact us using the details below, or block these cookies in your browser and through google.com/settings/ads and facebook.com/adpreferences.

To make a request, contact us using the details below. We may need to verify your identity before we act, and we will respond within the time the applicable law allows.

Children

Our services are not directed to children under 16, and we do not knowingly collect personal information from them. If you believe a child has provided us with personal information, contact us and we will delete it.

International Users

Computer Overhauls is a United States business and our systems are located in the United States. If you contact us or sell equipment to us from outside the United States, your information will be processed in the United States, where privacy laws may differ from those in your country.

(The previous version of this policy referred to the U.S. Department of Commerce “Safe Harbor” framework. That framework was invalidated in 2015 and its successor in 2020; we no longer make any such claim.)

Our Company-wide Commitment to Your Privacy

Every employee who handles customer information is instructed on how to handle it and is given access only to what their role requires. We review this policy when our practices change, and we update the date at the top when we do.
